TSC Unveils New Guidelines for Teacher Promotions 2025/2026

The Teachers Service Commission (TSC) has released fresh guidelines that will govern the promotion of teachers across the country for the 2025/2026 financial year.

The circular, issued on August 11, sets out a structured process aimed at ensuring fairness, equity, and transparency in teacher advancement. According to the commission, the new framework is anchored on constitutional provisions, the Career Progression Guidelines (2018), and other teacher management policies.

Eligibility and Requirements

To qualify for promotion, teachers must have served at least three years in their current grade. Those previously disciplined will only be considered two years after conviction or one year after an administrative warning. Re-employed teachers are also required to serve three continuous years before being eligible.

Applications will be submitted online only, with a 14-day window given for submission once vacancies are advertised. Manual applications will not be accepted.

Interview and Selection Process

Shortlisting will be based on merit and inclusivity, with candidates invited at a ratio of one to three per vacancy. Interviews will be conducted at sub-county, county, and regional levels, depending on the post applied for.

Panels will assess candidates on academic qualifications, years of service, TPAD performance, leadership experience, and professional contributions such as participation in curriculum development and national examinations. Additional marks will be awarded to those serving in acting capacities.

Equity and Inclusivity

The guidelines also emphasize affirmative action. At least five percent of promotions will go to teachers with disabilities, while gender balance will be observed to ensure no more than two-thirds of promoted teachers come from the same gender. Provisions have also been made to assist teachers with special needs during interviews, including the use of interpreters.

Transparency and Accountability

Final promotions will be approved by the TSC Board and published on the Commission’s website. Successful candidates will have 30 days to accept the offer, after which it will lapse.

Looking Ahead

The commission noted that it will closely monitor the promotion exercise through training of panelists, compliance checks, and performance audits. An exit report is expected by January 27, 2026, to evaluate the effectiveness of the guidelines.
