TSC Invites Unions for Final Round of CBA 2025β2029 Talks Ahead of Signing Ceremony
The Teachers Service Commission (TSC) has formally invited the Kenya Union of Post Primary Education Teachers (KUPPET) and the Kenya National Union of Teachers (KNUT) for the final round of negotiations and signing of the Collective Bargaining Agreement (CBA) 2025β2029.
According to an official letter, the meeting with KUPPET is scheduled for:

The talks aim to unlock a long-awaited salary increment deal, following earlier consultative meetings with the Salaries and Remuneration Commission (SRC). TSC chairperson Dr. Jamleck Muturi, who led the recent discussions with SRC, confirmed the Commission has submitted union proposals for review.
Proposed Monetary Benefits in the New CBA:
Salary Increment: Between 16% and 32%, spread over four years.

Allowance Adjustments:

Hardship Allowance: Will continue for existing recognized areas.

House Allowance: Proposed 20% increase across all cadres.

Commuter Allowance:

200% increase for higher grades.

250% increase for lower job groups.

The new CBA will cover the period from 1st July 2025 to 30th June 2029. Upon signing, teachers are expected to receive salary increments in their August 2025 payslips, backdated to 1st July 2025.
Union Demands and Position
KUPPET, led by Secretary General Akelo Misori, has insisted on:

A 50% raise for teachers in senior job groups.

A 100% raise for teachers in lower job grades.

Harmonization of housing allowances.

Enhanced medical cover and improved working conditions.
βWe expect these talks to go beyond formality. Teachers are demanding a meaningful package that reflects the realities of the current economy,β said Misori.
He warned against a repeat of the 2021β2025 CBA, which focused on non-monetary benefits due to COVID-19 budget constraints.
Both KUPPET and KNUT have issued a strike threat if the new CBA is not signed and implemented within two weeks.

TSC has acknowledged receipt of KUPPETβs October 2024 memorandum.
